Over the past 25 years, the workplace

and the integration of generations X, Y,
and Z. More importantly, the financial
resources to meet growing compensation
obligations and to manage the increasingly
diverse workforce are rapidly dwindling.
To address these issues, employers must rethink how labor negotiations are
conducted, how disciplinary processes are implemented, and how employee and
union grievances can be expeditiously resolved. lt takes an integrated rather
than a piecemeal approach to develop collaborative solutions to labor and
employee relations issues. Linda's extensive and broad-based experience,
including extensive mediation training, can assist agencies in bringing together
employees and managers to resolve complex issues.
Linda’s experience includes:
- Serving as chief spokesperson and strategist on behalf of management in negotiating numerous collective bargaining agreements
- Advising on disciplinary, grievance, and contract interpretation matters including representation in mediations and arbitrations
- Serving as a hearing officer/arbitrator in disciplinary and grievance matters
and advising Civil Service and Personnel Commissions
- Representing employers before the California Public Employment Relations Board
(PERB) in unfair labor practice and unit determination matters
- Representation in court-litigated matters involving challenges to
administrative actions including discipline and grievance arbitration
decisions pursuant to CCP § 1085 and CCP § 1094.6
